Follow-up Comment #1:
If glib's build fails in a particular situation, that's a bug in glib in the
first place. In order to prove that something is a bug in libiconv, you need
to show some simple sources and a compilation or link command that fails.
In my experience, in many packages, the failure to link with libiconv
correctly could be avoided if the packages were using the 'iconv' module from
gnulib.
