The input file is attached and as an example:
iconv -f UTF-8 -t char fa.txt

It was very straightforward:

export CC=arm-linux-gcc
./configure --host=arm-linux --prefix=some_dir

No change. Results are the same when I build as follows:

export CFLAGS=-O0
./configure --host=arm-linux
make
