Thanks for the suggestion. But this is out of scope of iconv(). iconv()
deals with conversions between different character sets. When you write
"2%25%20more" instead of "2% more", it is an encoding change at the surface
(even though in IRIs, often UTF-8 encoding is assumed).
So you'd better ask the 'wget' or 'curl' developers whether they can provide
a program that does such conversions.
