“HKSCS_TO_UCS", it's a clerical error, sorry.

BIG5.TXT in unicode.org is labeled as OBSOLETE:
http://www.unicode.org/Public/MAPPINGS/OBSOLETE/EASTASIA/OTHER/BIG5.TXT

And I found out this thread:

You think the table from unicode.org is wrong too, why did you choose
it at the end?

I've written to HK Gov to ask which Big5 we should use to build
Big-HKSCS, hope I'll get reply.
