Thanks for the pointer. Indeed, in
<http://www.ogcio.gov.hk/ccli/eng/hkscs/hkscs_introduction.html>
we can read that BIG5-HKSCS:2008 was published in December 2009.
I have implemented it now in libiconv:

Even worse: I now see that the converter in glibc is still at the
state of 2001 or 1999. Bad bad bad...
