This is not planned, because - see the file NOTES - libiconv supports encodings that are necessary for internationalization. Whereas GSM 03.38 is only used by very specialized software - namely those dealing with the construction or analysis of SMS - and therefore putting it into a general-use software is not appropriate. But I have a small collection of GSM related encoding lists (old, attached). You can, of course, try to have it supported by glibc. glibc's iconv offers more encodings than libiconv. Bruno
