GBK does not include a code 0xFE9F (user-defined area). Although some
converters for GBK do include the user-defined areas, see

I don't think this is standard.
GBK is a specification (GB-13000), which I cannot modify.
Two other frequently used encodings, namely CP936 from Microsoft and GB18030,
_do_ include the user-defined areas. Maybe the text you want to process
and which contains characters from these area is in CP936 or GB18030, not GBK?
