You are not saying what exactly the problem is, that the applications had
with libiconv.
The ISO 646 encodings that are not in use any more today are indeed not
supported by libiconv, because - quoting the Wikipedia page that you gave -
"The ISO 8859 series of standards governing 8-bit character encodings
supersede the ISO 646 international standard and its national variants."
Only ISO646-US is supported by libiconv. The standardized names for this
character set [1] are "ANSI_X3.4-1968", "iso-ir-6", "ANSI_X3.4-1986",
"ISO_646.irv:1991", "ASCII", "ISO646-US", "US-ASCII", "us", "IBM367",
"cp367", "csASCII", and they are all supported by libiconv.
