Yes it is. You can help once by reporting this to the FSF directory
maintainers, as written in
http://directory.fsf.org/help/directory.html#reporting-releases
You can help even more by writing a script that checks for outdated
versions automatically, and run that periodically, once a week or so,
through a cron job.

You can consider a release "stable" if is has not been superseded within a
month.
The right place to look for new versions is primarily the project's homepage,
http://www.gnu.org/software/libiconv/ , or secondarily http://freshmeat.net/.
