[bug-gnu-libiconv] trivial/cosmetic bugs for iconv 1.11

(I was trying to reproduce the bug Keith Marshall reported
using wchar_t as a tocode -- but I couldn't get iconv 1.8 to
translate to wchar_t, and I realized that anyway I don't
know what "locale-dependent wchar_t" means conceptually,
so I gave up. However, I found some nice trivial/cosmetic
bugs to report.)

In the libiconv-1.11/ChangeLog, the change entries
for 2006-06-28 are prefixed by spaces, whereas it
looks like all other change entries are prefixed by
tabs.

In libiconv-1.11/windows/iconv.rc
the copyright is specified as "1999-2005".
Perhaps it would be appropriate to bump
that ending year to 2007 -- I'm not really
sure.

In libiconv-1.11/libcharset/windows/iconv.rc
same as #2 -- the copyright is given as
running to 2005. Possibly it would be
appropriate to extend it to 2007?
