Oh, hang on -- there definitely is a bug here.  Here's a better test case:

(foo-bar-zot-foo-bar-zot-foo-bar-zot-foo-bar-zot-foo-bar-zot "This is a very 
long line This is a very long line This is a very long line This is a very long 
line This is a very long line.
And another long line.")

`M-q' in the first line does nothing, and it should.  I'll have a look.
