Maybe your font misses curly quotes code points. >From your screenshot the font appears to be the default (bitmap?) Xorg font. Fontconfig usually fallbacks to such fonts as a last resort, if it couldn't find anything better on request by emacs. So maybe just install better fonts and then tweak fontconfig (if it doesn't pick up them automatically).
