The docstring isn't clear what "blinking" means, but they briefly set the *foreground* color to red (or whatever color `error' is configured to be).
The foreground of the whole buffer? IMO that's very intrusive for a default. Also, this isn't the default Doom behavior, I just checked and doom-visual-bell is an optional extension.
