    It seems that the preferred form for some manuals in doc/misc is an org
    file, not a texi file. Doesn't this mean that Emacs has to distribute
    those files, and the associated build machinery?

    This seems to apply to at least:
    doc/misc/modus-themes.texi
    doc/misc/org.texi
