bug#46553: 27.1; image-rotate is canceled by image-auto-resize

If users have changed the size of an image manually with +/-, automatic
image resizing is inhibited.  I think it's natural if `r' inhibits that,
too, so I've now done so in Emacs 28 (which fixes this problem).
