I don't think that's a valid locale name?  With it, I get a similar
error message to you.

$ LC_CTYPE=UTF-8 ./src/emacs

(process:3691062): Gtk-WARNING **: 00:10:05.068: Locale not supported by C 
library.
        Using the fallback 'C' locale.
Fontconfig warning: ignoring UTF-8: not a valid region tag
