bug#44449: Update notes-mode on GNU ELPA to latest version

Hi John,

The version of notes-mode on GNU ELPA[1] is 1.30 from 2012, but the
latest version on the notes-mode website[2] is 1.31 released in 2018.

Could you please consider upgrading the version on GNU ELPA to the
latest version?
