The vertical-scroll-bar works as expected; I see the message in the
minibuffer from 'foo-mouse-message' and for other mouse wheel buttons it
says they are not bound.

M-x horizontal-scroll-bar-mode says:

   "Horizontal scroll bars are not implemented on this system"

mention this bug report and the relevant findings.
