bug#41092: 28.0.50; two-col editing does not split file correctly.

When I use two-column editing on the following data, the file is not
correctly split.

Line 4 is not split.

Now, when I put point at the left of the TAB character on line 4, the
line for splits properly but the other lines are not split.
