I've now tried that, and I think you saw that when visiting the
tutorial as any other file, with "C-x C-f", right?  Because starting a
Swedish tutorial with "C-u C-h t Swedish RET" visits the file in
Fundamental mode.  So I don't think the problem is serious; if we want
to cover the "C-x C-f" use case, we can always use file-local
variables.
