bug#40796: 28.0.50; Cannot adjust font size in Emacs 28

It's not my settings.org file because I created a blank one and it yielded the exact same results. My init file is so small that I don't think it makes any difference:

So what is in your init.el file, and what do you have in settings.org?
Can you bisect these to find which part there interferes?
