Wouldn't it be simpler to do this in the shell, e.g.,

    cat >>/root/.bashrc <<'EOF'
    alias emacs='emacs -u "$LOGNAME"'
    EOF

although I would personally suggest

    cat >>/root/.bashrc <<'EOF'
    alias emacs='echo Do not run emacs as root'
    EOF
