True.  However, scrolling with float value is relative to number of
lines in a screen.  Value (1 ((shift) . 0.2) ((control))) is equal to
value (1 ((shift) . 10) ((control))).

To scroll less on shift, pixel-wise scroll is required, which is
possible on theory.
