bug#29163: 26.0.90; Tramp doesn't work with counsel-find-file

This works fine with Emacs 25. The same scenario fails with Emacs 26
after the `package-install' call, with error message

Before further analyzing, this problem shall be fixed. Don't know who's
in call, 'tho.
