I think it does: it shows the bidi controls instead of completely
hiding them.

Well, I obviously disagree.

In any case, Emacs provides customizations to change the display of
these controls to your liking, and modes which have such needs can do
that in the buffers under the mode.  the Emacs implementation allows
all that.  If we hear enough report from people who would like the
defaults to change, we could consider that in the future.
