Before or after, I don't know. But it should be clear to
a user at the end that s?he _can_ use _any_ of these (and
similar):
setq (-local etc), set
add-hook
add-function
And if Emacs wants to make a point of _recommending_ one
of these (for a hook named `*-function') then it should,
I think, point out some of its _advantages_.
