It's in facemenu.el

Here's a simple example :

(global-set-key
 (kbd "s-s")
 (let ((keymap (make-sparse-keymap "Options are...")))
   (define-key keymap (kbd "s-d") (cons "Doctor" 'doctor))
   (define-key keymap (kbd "s-b") (cons "Butterfly power" 'butterfly))
   keymap))
