bug#23390: 25.0.92; debbugs sends nonsense control message

I can't do this from emacs -Q as I need debbugs available.

M-x debbugs-gnu

change the severities to just "wishlist"

when the list loads, C-s horiz

It should take you to bug 22660. Come out of isearch.

It sends a control message for bug 755351, which doesn't exist, instead
of 22660.
