If you mean:
You click on an LXDE menu item to start Emacs, and it starts Emacs in
a terminal, not a GUI
then that would be a Debian issue rather than anything under the control
of Emacs.
So please report it to Debian. Not sure where. Either a bug against the
appropriate LXDE or Emacs package, or to some Debian LXDE/user support
mailing list.
