bug#19120: 25.0.50; macosx: f10 does NOT go to the menu bar

Hi.

There is a sort of implementation of this in trunk.  It opens the menu bar 
menus as a popup, but does not activate the menu bar like on X.  It seems to be 
hard to do in NS.
