Hmm... yes, sorry, I forgot that many keys are bound to an ESC prefix
(all the "M-" keys).  I guess you could use

   (define-key input-decode-map [?\e] [escape])

which does seem to work.  Of course, that'll only work in the terminal
in which you start.  E.g. it won't work when you make-frame-on-display
or if you use emacs-daemon.
