bug#17046: 24.3.50; On startup emacs frame has no minibuffer or windows decorations

I just tried on Debian and noticed that frameset throws more errors than
Windows when `desktop-saved-frameset' is not entirely complete.
Attached bug17046-e.el is the minimum version that works on my Debian.
Please try this.
