That turns it off, as indicated by the message "Perl help messages will
not be automatically shown now.".

I've never used cperl-mode, but:

C-h f cperl-toggle-autohelp

  -> Delay of auto-help controlled by `cperl-lazy-help-time'.

C-h v cperl-lazy-help-time

   -> Its value is nil.
   *Not-nil (and non-null) means to show lazy help after given idle time.

Seems like a dumb default, but there you go. So

emacs -Q --eval '(setq cperl-lazy-help-time 1)'

seems to work fine.
