First arg specifies the OPERATION, second arg is a list of arguments to pass to the OPERATION. Does your initial problem occur even if you start emacs with `emacs -Q'? No, but a different problem occurs, that seems to suggest that ange-ftp is not being used to resolve C-x C-f /ftp:username@host: <TAB>, but instead is using the default tramp handler.
