I don't understand. This is exactly the original report:

emacs -Q
M-: (setq *f* (make-frame '((visibility . nil)))) <RET>
M-: (frame-visible-p *f*) <RET>
 => t

I said "two different bugs", so yes, unrelated. As for being expected, why?
