It is not a real problem. It is due to

(or (load "cl-loaddefs" 'noerror 'quiet)
    ;; When bootstrapping, cl-loaddefs hasn't been built yet!
    (require 'cl-macs))

Loading cl-seq as well as cl-macs would make it go away.
