bug#7312: runemacs.exe missing from ftp://ftp.gnu.org/gnu/emacs/windows/emacs-23.2-bin-i386.zip

Folks,

runemacs.exe is missing from the bin directory of 
ftp://ftp.gnu.org/gnu/emacs/windows/emacs-23.2-bin-i386.zip.

The file, is, however, available in the bin directory of 
ftp://ftp.gnu.org/gnu/emacs/windows/emacs-23.2-barebin-i386.zip.

Runemacs.exe appears to be the only file missing from the bin directory.  I did 
not audit other directories in the "bin" zip file.

I can't imagine the issue has existed this long, but I searched bug reports 
"with subject containing" runemacs and got no hits.
