It doesn't. It starts connecting the host when you type
"/ssh:host:something?" or "/ssh:host:something <TAB>".

Btw, I'm not sure whether ido.el needs `non-essential. I've just
replaced `tramp-completion-mode' there, without too much testing whether
it could be rearranged.
