bug#4640: 23.1.50; GNU Emacs does not follow geometry settings from command line

I'm seeing the opposite effect: the resulting frame is too small.  This
is under KDE.

  Corners:  +204+225  -1164+225  -1164-310  +204-310
  -geometry 20x18+200+200
