Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I compiled emacs without X toolkit.  Now pressing F10 in an X11 frame
errors with:

  x-menu-bar-open: Symbol's function definition is void: accelerate-menu

I use the CVS HEAD as of yesterday.
