The (Windows) function w32-shell-execute strips anchors from URLs to
local files. For instance, given that the file C:/index.html exists, executing

    (w32-shell-execute "open" "file:///C:/index.html#test")

opens file:///C:/index.html, without #test.

Note, however, that the function has no problem with external URLs;
e.g.,

    (w32-shell-execute "open" "http://www.example.org/index.html#test";)

opens http://www.example.org/index.html#test, with the anchor included.

In GNU Emacs 22.3.1 (i386-mingw-nt5.1.2600)
 of 2008-09-06 on SOFT-MJASON
Windowing system distributor `Microsoft Corp.', version 5.1.2600

Anchors are not valid in file URLs, but it is not Emacs that is stripping it, as Emacs makes no attempt to decode the parameters that you supply.
