Strange error. I use us,ru layout 
setxkbmap us,ru
Than, if I change it, when emacs running, layout behaivour in emacs not 
changed, but changed in other apps. For example.
I change layout with setxkbmap us,ua. I write in other applications in 
ukrainian, but in emacs language is russian. On the other side. If I change 
layout to us only - it us only in emacs, and in other programms. If I change 
layout again - first variant in emacs is used. Behaivour is not depended on map 
values: same with en,gb pairs, etc.

In GNU Emacs 23.0.60.1 (i686-pc-linux-gnu, GTK+ Version 2.14.5)
