Please make sure to recreate `configure' with a recent¹ autoconf
version, otherwise it will hang for 60 seconds and finally decide that
mktime does not work if GCC 4.3 is used for building Emacs.  See
http://lists.debian.org/debian-devel/2008/03/msg00675.html.

¹ i.e. 2.62 or Debian/Ubuntu 2.61-7 or newer

OK, I've regenerated the configured file with 2.61-7, and I'll use this
to regenerate for the rest of the 22.3 release.
