outline-minor-mode doc is insufficient

Visit, say, an Emacs-Lisp file.
M-x outline-minor-mode
C-h m
Click Outline in the heading to see the doc for the minor mode:

 Toggle Outline minor mode.
 With arg, turn Outline minor mode on if arg is positive, off otherwise.
 See the command `outline-mode' for more information on this mode.

That's all. Clicking `outline-mode' gives the doc for Outline (major)
mode, which describes lots of key bindings.  None of those key
bindings are applicable to the minor mode. The only way you can
discover anything about the minor mode is to notice (if you are
showing the menu-bar) the Outline menu: it shows the available keys.
