q doesn't always quit *Help*

There are plenty of contexts where `q' in *Help* does not quit. I and
others have reported some in the past. Here is another:
emacs -Q
C-h f forward-char
C-x 0 ; so *Help* is the only window
q ; Does nothing.
In general, View-mode quitting is a complex mess.
In GNU Emacs 22.1.1 (i386-mingw-nt5.1.2600)
of 2007-06-02 on RELEASE
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4) --cflags -Ic:/gnuwin32/include'
