Virtual Scrolling with touchpad in NT Emacs 21.3

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Bug Description:
NT Emacs does not properly handle virtual scrolling using a laptop
touchpad. (Virtual scrolling is scrolling by sliding the finger along
a vertical or horizontal edge of the touchpad.) Virtual
scrolling seems to make emacs scroll only the first window created in
the frame, irrespective of what the currently selected window is. In
particular, if that window is split, and the old window deleted, then
emacs stops responding to virtual scrolling.

Actions to reproduce the bug:
1. Create a frame with a single window. Verify that virtual scrolling
is possible.
2. Split the window (C-x 2)
3. Delete the old window (C-x 0)
4. Verify that virtual scrolling is not possible anymore.

Environment:
GNU Emacs 21.3.1 (i386-msvc-nt5.1.2600)
on WinXP Home SP2. Touchpad Software: Synaptics (Driver version 7.6.4.0)
