Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I downloaded emacs-21.3a-fullbin-i386.tar.gz from ftp://aeneas.mit.edu/pub/gnu/emacs/windows/
I installed it and put my _emacs file in there.  The error is triggered by
(global-font-lock-mode t)

Turns out that fns-21.3.1.el is missing from the distribution file
emacs-21.3a-fullbin-i386.tar.gz
