BUG: hexl-mode displays file incorrectly

In GNU Emacs 20.7.1 (i386-*-nt5.1.2600)
of Wed Jun 14 2000 on buffy
configured using `configure NT'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Reading the file hexl-bug.dat (attached to this email)
generates the following output:

00000000: 2881 ff29                                (..)

But (as you will see if you look at hexl-bug.dat)
the actual file is only 3 bytes long and contains,
in order the following 3 chars: 0x28, 0xff, and 0x29.
