problem to set minor mode

In GNU Emacs 20.7.1 (sparc-sun-solaris2.6, X toolkit)
 of Wed Oct 18 2000 on flora06
configured using `configure  
--prefix=/afs/.slac.stanford.edu/package/emacs/common/emacs-20.7 
--exec-prefix=/afs/.slac.stanford.edu/package/emacs/sun4_55/emacs-20.7 
--with-gcc'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

  Adding (enriched-mode) or "setq default-minor-mode 'enriched-mode"
to .emacs failed to add Enriched-mode to the list of minor modes when
opening a new file that has no suffix. Same problem in emacs 21.2.
The only way to do so is "setq default-major-mode 'enriched-mode"
which shows (Fundamental Enriched) for a file that has no suffix.
