It's not a bug in HELLO, it's a ``bug'' (actually, a lack of an
important feature) in Emacs itself: it doesn't support bidirectional
editing yet.  When it does, a logical-order Hebrew and Arabic text
will be converted to a visual-order and displayed correctly, like you
and I expect.

So there's no need to ``fix'' the HELLO file.  We intentionally keep
the Hebrew and Arabic text in the logical order, to remind us that the
missing feature needs to be added.
